Brown summarized inspections and remedial steps taken since June, saying his office issued a permit for repairs and the property has since installed temporary shoring, excavated and poured new footings, and obtained a geotechnical report and concrete testing. He said the contractor must wait for the concrete piers to cure seven days before continuing with columns and beams and that a contractor-provided timeline estimated the building could be stabilized by Nov. 17, 2025.
Scott Hunter, appearing as a representative for the property owner, reviewed a timeline of work done since Oct. 6 and said third‑party inspectors (Alpha Omega) and contractors (KC Scaffolding, Red Cedar Steel, Norden | Schmidt Consulting Engineers) have been involved. Hunter said concrete was placed in footings Oct. 17, inspections were completed, and steel erection was scheduled for the week of Oct. 27, with final steel inspection the week of Nov. 3. Hunter asked the council for additional time so the owner could finish the required repairs.
Council members discussed the narrow legal issue before them—whether the structure should be declared dangerous or unsafe—separately from remaining permit work to finish the tenant improvements. Councilmember Cox said the declaration addresses the immediate public‑safety concern and noted the owner’s contractor estimated mid‑November for the critical repairs; Cox observed the council was being asked to allow a later compliance date. Councilmember Sam (surname not given in the record) emphasized the council’s quasi‑judicial role and the priority of public safety.
