The Flower Mound Tax Increment Reinvestment Zone (TIRZ) Board No. 2 unanimously approved a reimbursement development agreement with Green Brick Edgewood for Brookview Phase 1A and 1B, board staff said at the Oct. 21 meeting.
Board staff presented the agreement as a contract that will reimburse qualified capital projects in the Brookview area, including roadway and water infrastructure and off-site trail work. Town staff gave estimated project costs of about $10,800,000 for qualified on-site projects and about $1,500,000 for off-site work.
Board staff said the on-site qualified projects will be funded first through impact fees and then through TIRZ revenues; the off-site projects would be reimbursed directly by the town, which would then become eligible for TIRZ revenues. Reimbursements, staff emphasized, will be based on actual project costs once projects are completed.
The development agreement covers improvements identified in the town’s master plans. Staff listed specific locations and elements in the agreement as included exhibits: roadway improvements on Denton Creek Boulevard and Stonecrest Road; water and reclaimed-water (reuse) improvements; water improvements near the Union Pacific Railroad corridor and FM 1171; an extension of Denton Creek Boulevard; and trails along Denton Creek Boulevard and FM 1171.
Town staff gave a projected schedule showing Phase 1A and 1B lots delivered to builders in August 2026 and the first house completed in October 2026. A town senior project engineer explained the town code allows "early release" lots after sewer final inspection, permitting builders to start vertical construction before full subdivision acceptance; such homes cannot be occupied until the subdivision is accepted.
Board members had no substantive changes and moved to approve the item as presented. The board’s roll call yielded a unanimous vote to approve the development agreement.
The meeting also approved consent minutes earlier in the agenda; the minutes item passed by a roll-call result announced as "4 to 2." The board did not go into closed session and adjourned at about 5:10 p.m.
