The Sacramento County Board of Supervisors on Oct. 7 authorized retroactive authority to execute an agreement with Forensic Clean LLC for homeless encampment cleanup and disposal services in unincorporated county areas. The agreement is for a not-to-exceed amount of $946,940, effective Oct. 1, 2025, through June 30, 2026, with two one-year renewal options.
The item was listed on the consent calendar and passed unanimously with those members present. During the consent discussion, Supervisor Kennedy noted prior controversy involving Forensic Clean in another jurisdiction and asked whether those issues remain unresolved; a staff member replied that the issues had been resolved. Kennedy also observed the contract amount is “almost a million dollars,” saying the cost is a significant county expenditure tied to the county’s homeless response budget.
The contract was presented as a routine procurement on the consent calendar; no public speakers addressed the item during the consent vote. The board took the consent action as part of the package of routine items that passed unanimously.
The authorization grants the county retroactive spending authority to use Forensic Clean for cleanup and disposal of homeless encampments in unincorporated Sacramento County and allows the county to extend the contract for two additional one-year periods under the terms described in the procurement packet.
