The Roy City Planning Commission approved site-plan and architectural review Oct. 14 for Agora Heights, a mixed-use building proposed at 1952 West 5450 South in the Downtown West (DTW) zone. The project calls for a five-story building with 40 studio apartments above approximately 3,000 square feet of ground-floor commercial space; commissioners approved both site plan and architecture with conditions from staff and the Development Review Committee.
Porter Christensen, the applicant’s representative, said the project targets workforce housing and micro-studio demand driven by proximity to Hill Air Force Base. Christensen described amenity plans that include a small lawn, dog area, garden, and resident common space; each unit would be roughly 400 to 500 square feet with balconies.
Staff reported the developer had secured a recorded agreement for 11 parking stalls on an adjacent property pending acquisition and that the arrangement meets municipal requirements so long as the agreement is recorded and conditions are satisfied. The fire department and engineering staff provided typical site-specific requirements; staff recommended approval subject to DRC comments and standard conditions.
Commissioners approved site plan and architecture motions and instructed staff to verify DRC and engineering conditions during final plan review and permitting. The applicant said similar projects had high rental demand and that commercial occupancy typically depends on location; the applicant characterized the 3,000-square-foot commercial space as marketable given site visibility.
