The Shawnee County Board of County Commissioners approved two Department of Corrections capital items Tuesday: acceptance of the lowest responsive bid to repair and replace perimeter doors at the detention center and authorization to develop specifications and issue an RFP for HVAC systems in the corrections annex and work crew building office space.
Tim Fels, representing the Department of Corrections, said the door replacement was identified as a 2025 CIP item but grew in scope because of frame rust and related issues. He said the lowest responsive bid came in at about $403,000. The agenda cover for the item listed a different figure, $103,485; the meeting record contains both figures and the item passed without further modification.
The commissioners approved proceeding with the lowest responsive bid; Commissioner Aaron Mays moved for approval and Commissioner Kevin Cook seconded. The motion passed 3-0.
Separately, Tim Phelps said the annex and work crew building require HVAC upgrades because usage of the second floor and office spaces has increased. The commission approved developing specifications and issuing an RFP for the HVAC work at an estimated cost of $120,000 to be paid from the building maintenance fund.
Commissioners noted difficulty finding vendors for smaller projects and supported packaging the HVAC work to attract proposals. Commissioner Bill Rippon moved to approve the RFP process; Commissioner Aaron Mays seconded and the motion passed 3-0.
