Carroll County commissioners reviewed requests from multiple nonprofit organizations totaling roughly $732,000–$750,000 and discussed applying the county’s policy limiting appropriations to no more than 2 percent of the general fund.
The county’s administrative packet shows a total of requests that the chair read aloud as $750,000; commissioners observed that a 2 percent limit on the general fund would cap disbursements at approximately $450,000 this year. The board noted requests vary by scope and geography and discussed whether some local requests should be redirected to towns rather than the county.
County staff said all applicants received the updated policy notice that disallows “double dipping” (applying to both town and county for the same purpose). Commissioners did not vote on allocation amounts at the Oct. 20 meeting but narrowed an initial short list of countywide organizations they said met the criteria and merited further consideration. The four organizations flagged for continued review were:
- Visiting Nurses Home Care & Hospice of Carroll County
- Child Advocacy Center of Carroll County
- Carroll County Adult Education
- Carroll County Retired and Senior Volunteer Program
Commissioners also noted that a request from White Horse Recovery (about $138,000) is customarily funded in part from opioid‑related monies and that some applicants had previously received delegation funding. Commissioners asked staff to compile financial backups and application materials for each applicant so the board and delegation can review details before any allocation decision.
The board did not take final action on allocation levels and instructed staff to provide the full application packages and financials for follow‑up review.
