The Board of Supervisors continued consideration of a public convenience or necessity determination for a type 21 (off‑sale general) California Department of Alcoholic Beverage Control license for Smile Market, a convenience store at 2950 Bradshaw Road in the Cordova area. Planning staff asked to continue the matter to allow the applicant more time to meet with neighbors; the board agreed and continued the hearing to Nov. 18.
Kimber Gutierrez, principal planner with Planning and Environmental Review, said staff requested the continuance to give the applicant additional time to consult with community members. One member of the public, Chuck Shaw, identified himself as a property manager and urged the board to oppose a full (type 21) license because the market shares a parking lot with a long‑established roller rink, has a large presence of minors, and has ongoing interactions with people experiencing homelessness. Shaw said property managers and tenants have employed private security and worked with county outreach teams but remain concerned that a full liquor license would exacerbate problems.
Supervisor Kennedy said she had heard neighbors’ difficulty arranging meetings with the applicant and offered to meet once staff and the applicant had taken steps to confer with neighbors. The board voted unanimously to continue the public hearing to Nov. 18, 2025.
