The Smithfield Planning Board on Oct. 16 approved one-year extension requests for two preliminary subdivision approvals tied to private-road construction.

The applicants asked the board to extend the period for filing final approvals while on-site construction proceeds. “We are here, requesting an extension for 2 projects,” said Sam Hemenway, an engineer with Garifolo & Associates, who said construction on the private road is still ongoing and that the developer intends to complete build-out before filing final subdivision paperwork.

The projects named in the request included DRG Acres and a nearby parcel misidentified on the agenda; board and applicants clarified the second request refers to the Boardroom project (agenda item 5.2). Hemenway said the same contractor has been delayed by the permitting process and the applicant expects the two projects to be completed sequentially.

Board members moved to take the extension requests first on the agenda and then voted separately on each item. The board approved a one-year extension for item 5.1, and then approved a one-year extension for the related item 5.2 as amended to reference the Boardroom project. No individual vote counts were recorded in the public record at the meeting; the chair announced “the ayes have it.”

The applicants noted this is the first extension request for these projects; Hemenway said they would have the right to ask for further extensions in the future if necessary. The board did not attach additional conditions to the extensions beyond the length specified.

The continuances and extensions mean the applicants can complete private road construction before submitting final subdivision documents to the town.
