Kenosha County committee members voted unanimously to approve a resolution rescinding prior obligations tied to the Kenosha County Fair Association stemming from a 1957/1958 agreement.
The resolution, introduced by committee members and discussed with county counsel, would eliminate language that had made the county a primary obligor or given it rights to be repaid depending on future liquidation of the association's assets. The committee's presenter said the agreement dated back to the late 1950s and that county predecessors had inserted language tying an $8,000 appropriation to future repayment conditions.
Court counsel said the 1957 document appeared to have been designated a grant but that subsequent budget language created an expectation of reimbursement if the fair association liquidated assets. "I think the cleanest is to rescind these and make it clear that you were not in — we are releasing any obligation that may exist," county counsel said during the discussion.
Committee members asked whether the fair grounds were in the Village of Salem Lakes and discussed township boundaries; staff clarified the site lies in the Village of Salem Lakes and Randall Township. Members also said they wanted the fair association to amend its bylaws to reflect the change.
Supervisor Gaschke moved approval of the resolution; Supervisor Kirby seconded. The vote was unanimous.
The resolution directs staff and counsel to finalize language that formally rescinds the older obligations and to confirm the association amends its bylaws accordingly. Committee members said the goal was to let the fair association operate independently and to remove county exposure tied to historical paperwork.
