At a reconvened meeting following an executive session, the Kodiak Island Borough Assembly directed the borough manager to schedule interviews with the two candidates the assembly had selected and administered the oath of office to Miss Roberts as a member of the Kodiak Island Borough Assembly.
The action moves the assembly toward filling a vacant seat. Assembly members and staff also discussed an "impending veto" by the mayor that, if issued, could later invalidate the oath administered at the meeting.
The assembly gave direction to the borough manager "to set up interviews with the top 2 that were picked by the assembly," according to the meeting record. The direction was announced immediately after the body reconvened from executive session.
Assembly member Dave said he supported swearing in the appointee immediately: "I would like to see the appointed candidate sworn in. And if there is a mayoral veto, my sincere hope is that the newly elected mayor will rescind the veto, upon taking office." The clerk also addressed the veto question, saying, "we can do the oath of office tonight if you'd like to do that." The clerk had earlier noted that an impending veto could invalidate the administration of an oath if the veto were later upheld.
The clerk administered the oath to Roberts, asking her to repeat that she would "support and defend the Constitution and laws of the United States, the laws of the state of Alaska, and the ordinances of the Kodiak Island Borough" and to "faithfully and impartially discharge [her] duties as a member of the Kodiak Island Borough Assembly to the best of [her] ability." The assembly member was then congratulated and sworn in.
After the swearing-in and the scheduling direction, an assembly member moved to adjourn, a second was recorded, and the motion carried by voice vote. The meeting adjourned at 7:38 p.m.
No other formal votes on the appointment were recorded in the meeting transcript; staff were directed to arrange interviews with the two finalists as described.
