The Chelsea Traffic and Parking Commission voted to restrict parking at the intersection of Webster Avenue and Lock Street after a consultant study found inadequate sight distance for vehicles emerging from Lock Street.
The study reported average speeds slightly above the 25 mph city limit (27 mph average; 80th percentile 29–31 mph) and concluded that on‑street parking immediately adjacent to the intersection reduces stopping and sight distance to levels below recommended minimums. Bowman Consulting recommended removing curbside parking close to the intersection — approximately 55 feet on one side and 75 feet on the other in the study’s figures — and adding pedestrian warning signage at the nearby crossing.
Paul Nowicki, director of the Chelsea Inc. Housing Authority, described daily operational impacts: his facility includes more than 100 family units, about 60 parking spaces that are usually full, bus stops and frequent deliveries. Nowicki and commission members said blocked sight lines make it difficult for buses and delivery vehicles to exit the housing lot and create a safety concern for children crossing Webster.
Commission action and implementation
The commission approved the consultant’s recommended parking restrictions (voice vote) and directed DPW to post the 'no parking near corner' signs per the plan, trim vegetation that limits sight lines and add pedestrian warning signs at the crosswalk. Commissioners discussed the longer‑term possibility of sidewalk curb extensions or a signalized crossing but noted those would require additional study and funding.
