Dr. Millsap raised public concern about a speed hump installed on Jennings Street and asked whether a promised survey had been completed. Town Manager Chris Cook said the town has gathered public comments and is studying the feature but that “I don't recall a survey. We were gonna go over some of the stuff in a couple the past couple meetings.” Cook added that staff have been evaluating the hump’s effectiveness and public feedback and that “there hasn't been a decision made yet on, what the path forward is.”
Cook told the council there will be no additional speed humps installed this year and that none are included in the town’s proposed 2026 budget. “I know that there's not going to be any additional speed humps installed this year. And I know that there's none in the 2026 proposed budget,” he said. Town engineer Drew Flick and Cook said they are continuing to study traffic-calming options for the Jennings Street area.
Cook also said the town recently received permission to use funds from a federal Safe Streets and Roads for All (SS4A) grant that will evaluate seven intersections along the corridor; the town has advertised for a partner to carry out that study. “That's a federal grant. We were awarded the grant last fall... we just received permission to, utilize those funds within the past month, and we've advertised for a partner in that study currently,” Cook said.
The public commenter, Dr. Millsap, requested clearer, earlier public access to the draft budget so taxpayers can review proposed spending. Council members said the Clerk-Treasurer’s office maintains links to the Department of Local Government Finance and they would add or update links to make proposed budget materials more accessible.
The council did not take formal action on a policy change for traffic calming at the meeting; staff were directed to continue the study and to return with recommendations when work is complete.
The issue will remain under staff evaluation and will be considered alongside the SS4A-funded corridor study and other traffic-calming options for Jennings Street and nearby intersections.
