The Corinth City Council tabled consideration of an interlocal agreement with SPAN transit to provide transportation services for seniors, veterans and individuals with disabilities after council members raised questions about how a grant would affect billing and whether the contract language matched the grant terms.
The agenda caption stated the interlocal was for an amount not to exceed $40,230 for the year. City staff (Ms. Buntemeyer) introduced the item and said the agreement as captioned would not exceed $40,230; she also said if the amount would be exceeded, SPAN would need to return to council.
Ricky Del Paz, director of transportation for SPAN transit in Denton, told the council SPAN had received a $5,310 grant that would cover some ridership costs and that SPAN would “not gonna actually charge you guys anything unless a rider, is under the age of 65 and has no disability,” meaning SPAN planned to bill the grant for eligible riders. “So we're not gonna we're not billing you guys. We're gonna bill this grant unless the rights don't fit,” Del Paz said in the transcript.
Council members expressed concern that the contract language might not reflect the grant terms and asked staff to clarify. One council member said the issue might be a county or Council of Governments matter but moved to table the item so staff could reconcile the contract with the grant. The motion to table was seconded and recorded as unanimous in the transcript.
