The Colorado Public Utilities Commission on Oct. 1 directed that a remote technical conference be held Oct. 10 for Public Service Company of Colorado’s 2025–2030 gas infrastructure plan (GIP) and highlighted areas commissioners expect the company to address at the session.
Kimber Davis of advisory staff described the GIP and noted the company sought certificates of public convenience and necessity for projects including a Louisville-to-Rollins Pass pipeline project and a Spear Canal interconnects project. "The purpose of the technical conference is for Public Service to answer clarifying questions from the commissioners and thus public service should make its witnesses available for such discussion," Davis said. Commissioners used the Oct. 1 meeting to flag specific technical areas for the company to prepare.
Commissioner Gilman listed items he expects to see at the Oct. 10 conference: forecasting and design-day methodology, cost-benefit alternative analyses (CBAs) including assumptions and inputs, and clarification on which portions of CBA exhibits the company considers confidential. "I think it would be very helpful... to understand what actual inputs or data within those attachments is considered by the company to be confidential," Gilman said. Commissioner Platt added he wants scrutiny of cost-benefit analysis materials. Another commissioner requested more focus on long-term customer rate-impact forecasting given capital spending, declining sales, and volatility in gas commodity prices.
Procedural context: Decision C250658 I (issued Sept. 10, 2025) set the procedural schedule and the technical conference date; Public Service filed supplemental direct testimony Sept. 30, and intervenor answer testimony is due Nov. 3. Commissioners agreed the discussion did not require a separate written order but asked staff to monitor preparation and indicated they may identify witnesses who are not needed at the conference at the Oct. 8 weekly meeting.
Next steps: Public Service should make appropriate witnesses available at the Oct. 10 technical conference and clarify the confidentiality status of CBA inputs ahead of or at the start of the session.
