Staff reported the property is owned by Chances and Services for Youth and that the site, which previously housed light manufacturing, offers space the petitioner says can meet local child‑care demand. Surrounding uses include agricultural, medium‑density residential and manufacturing zoning; staff said the site is identified primarily as suburban residential in the plan but that surrounding zoning is mixed. Staff recommended a favorable recommendation subject to site‑plan approval and that “public use areas will need hard servicing” and that a parking plan is still needed.
A petitioner representative spoke briefly in support, saying they appreciate “the opportunity to be putting a childcare center on the East Side of town” and that the location will “well serve the community.” No members of the public identified opposition, and the commission voted to recommend approval.
Staff and commissioners noted the planning commission’s role is advisory; final rezoning is subject to the governing body’s decision and site‑plan and permitting requirements before occupancy or operations may begin.
