The Capital Outlay Committee on Oct. 2 directed staff to use the county’s cooperative purchasing warranty program (Tremco) for the Justice Center roof and to adopt a county-managed general-contractor model to save on costs.
Why it matters: Committee members estimated the county could save roughly $200,000 by acting as its own general contractor and coordinating directly with Tremco and selected subcontractors while maintaining product warranties.
Maintenance staff recommended following the same procurement path used on a recent CCAP roof project: retain Tremco’s product and warranties, have Tremco submit qualified contractors, and the county then select among those contractors while the county’s staff and Saint John Engineering perform oversight. The committee discussed that approach could avoid an extra general contractor layer and reduce overall project cost.
The committee voted in favor of using the cooperative and pursuing a county-managed GC model on a voice vote. Staff noted funding for the Justice Center roof is included in capital projects and that the next steps are selection of contractors through Tremco’s program and county oversight with Scott Saint John and county staff.
