City Approves Construction Agreements for Sallier Street and Junction Tower Rehabilitation

The Lake Charles Harbor and Terminal District held a regular meeting on August 29, 2025, where several key agreements and projects were discussed, focusing on infrastructure improvements and engineering services.

One of the primary topics was the proposed Cooperative Endeavor Agreement (CEA) with the city of Lake Charles. This agreement will facilitate the construction of Sallier Street on property owned by the district. The district plans to donate the old rail and walkway to the city, which will then be responsible for reconstructing the street, including the addition of a turning lane. In return, the city will provide necessary crossings for access to the port.

The board also approved a submission to amend a professional services agreement with Moffett and Nickel. This amendment will expand the scope of services to include construction support for the ongoing industrial canal project, which was not covered in the original agreement.

Additionally, the board authorized a professional services agreement with Lanier and Associates for the rehabilitation of the Junction Tower, a critical asset that cannot be taken out of service during the repairs. This tower has been in operation since the 1960s and is essential for the district's operations.

Another significant approval was for engineering services from Boos Navarre LLC for a new hopper related to the rail-mounted mobile harbor crane. This agreement comes after adjustments were made to the original design during negotiations with the contractor.
