Quentin Machida and Paul Kaye Support Kailua Master Plan Changes

In a pivotal meeting held by the Hawaiʻi Community Development Authority (HCDA), stakeholders gathered to discuss the future of the Kalaeloa area, emphasizing the urgent need for finalized planning rules. Quentin Machida, representing Gentry Homes, was among the first to testify, expressing gratitude for the HCDA staff's efforts in drafting the new rules. He highlighted the challenges developers face when rules remain in flux, stating, “It’s really hard for a developer to move forward, knowing the rules are gonna change, but not having the rules.” Machida's call for a swift agreement resonated with many in attendance, underscoring the importance of clarity in the development landscape.

Following Machida, Paul Kaye, executive vice president of Hunt Companies, echoed similar sentiments. He emphasized the necessity of adopting clear and finalized rules to facilitate effective planning and investment in Kalaeloa. Kaye noted that uncertainty in the rules hampers progress, stating, “When rules remain in draft form, it’s challenging for us and other stakeholders to move forward with development.” He praised the collaborative approach taken by HCDA since the planning process began in 2020, highlighting positive elements in the current drafts, such as the removal of minimum floor area ratio requirements and the introduction of a renovation permit.

Both Machida and Kaye expressed optimism about the ongoing discussions with HCDA staff, indicating that while some issues remain, they are hopeful for resolution before the upcoming November hearing. Their testimonies reflect a broader desire among developers for a stable regulatory environment that supports the creation of homes and commercial opportunities for local families and businesses.

As the meeting concluded, the call for community input remained strong, with stakeholders encouraged to submit their feedback by the September 16 deadline.
