City Proposes Urban Development Shift Along Roosevelt Avenue for Future Transit System

The Hawaii Community Development Authority (HCDA) held a presentation hearing on September 4, 2025, to discuss the updated Kalaeloa Plan and associated rules. The meeting focused on enhancing the area's urban development and transportation infrastructure, aiming to create a more vibrant and accessible community.

One of the primary objectives outlined was the transformation of the area into a more active "Main Street" environment. This initiative could involve commercial spaces or other active uses to foster community engagement. The plan also highlighted the Everlane Battlefield, which has been designated as eligible for listing on the National Register since 2016, marking a significant addition to the area's historical context.

The HCDA proposed several changes to the urban center development strategy, suggesting a shift from the historical downtown area to Roosevelt Avenue. This adjustment is based on the potential for future mass transit extensions, which are believed to be better suited for Roosevelt Avenue. Notably, the proposal includes the removal of certain city and state roadways through the Everlane Battlefield, favoring the extension of Corregidor Street instead. Other roadway improvements discussed include the Molokai Street extension, which would link Campbell Industrial Park to Waikesh Street and the freeway. The HCDA also emphasized the importance of connecting to Eva Beach, working with landowners to facilitate access to recreational areas.
