Harrisonburg's Planning Commission has taken a significant step towards addressing zoning and safety concerns related to a mobile food truck operating on a site currently designated for vehicle repair services. During the meeting on August 13, 2025, the commission discussed a special use permit request from the applicant, who aims to legalize the food truck's operations after it was found to be operating illegally.

The site in question is located within a floodplain and floodway, raising concerns about the placement of seating and other structures associated with the food truck. City staff highlighted that any outdoor seating would require an engineering study to ensure compliance with floodplain regulations. They are currently awaiting guidance from the Virginia Department of Conservation and Recreation regarding these requirements.

In addition to the floodplain issues, the commission addressed parking concerns. The existing vehicle repair business requires six parking spaces, while the food truck does not have a specific parking requirement. However, the applicant has an agreement with a neighboring property owner to utilize additional parking space, which is not mandated but beneficial for operations.

Staff recommended conditions to prohibit parking between the food truck and the existing building to ensure safe traffic flow and maneuverability. They also proposed that the property owner work with the Department of Public Works to restore curbing along Country Club Road, which has deteriorated over time.

The commission expressed confidence that, with the proposed conditions, the food truck's operations would not adversely affect the health and safety of the surrounding community. They recommended approval of the special use permit, contingent upon meeting the outlined conditions.

As the commission moves forward, the next steps will involve monitoring compliance with the conditions set forth and ensuring that the food truck operates within the legal framework established by the city. This decision reflects a proactive approach to balancing business interests with community safety and zoning regulations.
