The commission also referenced a 1996 survey that did not identify archaeological sites in the area but acknowledged the presence of deep deposits and paleontological remains previously documented. Given these findings, the commission proposed a Memorandum of Agreement (MOA) and a mitigation plan to monitor construction activities, addressing concerns about the potential for deeply buried paleontological deposits.
