The Environmental Commission meeting held on August 6, 2025, focused on a proposed development project in the Walnut Creek Watershed, located in Council District 11. The site, currently undeveloped, is seeking a variance to construct baseball and softball fields, a small building, access drives, parking, and necessary water quality controls.
The proposal involves accessing the southern half of the property, which is constrained by a floodplain, critical water quality zones, and wetland features. The development plan includes modifications to the floodplain and seeks to vary from land development codes to allow for floodplain modifications outside of critical zones. The project will dedicate 3.8 acres of environmentally sensitive land into a conservation easement and provide various mitigation efforts, including 0.63 acres of wildflower mitigation in detention ponds and additional restoration efforts.
The applicant plans to restore 1.55 acres of floodplain and contribute $312,000 to the riparian zone mitigation fund. The meeting included a detailed overview of the site, highlighting areas designated for floodplain modification and conservation easement. The proposal also requests a reduction in setbacks for critical environmental features while ensuring a one-to-one mitigation ratio.
Following the initial presentation, Mohammad Abulkader, an environmental review specialist, provided further insights into the site’s characteristics, including its location over the Edwards Aquifer zone and its flat terrain with some slopes due to the critical water quality zone. The applicant is requesting permission for a driveway and bridge construction, which would require cut and fill of up to eight feet to safely cross the Kirkwalla Quarry Zone.
Staff recommendations indicated that the variance requests met the necessary findings of fact, and conditions were presented to ensure compliance with environmental regulations. The meeting concluded with a consensus on the importance of balancing development needs with environmental protections in the watershed area.
