The Bartlesville City Council convened on August 4, 2025, to discuss significant developments regarding the local airport and related infrastructure projects. The meeting highlighted a new funding initiative from the Oklahoma Department of Aerospace and Aeronautics (ODAA), which aims to enhance airport development across the state.
The ODAA announced a substantial increase in funding, now offering a 40% share of project costs with no maximum limit. The Bartlesville Development Authority (BDA) will cover the remaining 60% for the construction of a new hangar. In January 2023, the city submitted a pre-application to the ODAA, and by February, it received verbal confirmation that Bartlesville's hangar project had been selected, with an estimated cost of $4.2 million.
The council approved Task Order Number 4 to Park Hill Master Services on October 24, which includes design services for the new box hangar. The final design features a 120 by 130-foot hangar with an attached 30 by 130-foot office space. The project encompasses all necessary earthwork, site utilities, parking, and paving.
The project was publicly advertised, attracting interest from ten contractors, four of whom submitted bids. Caine Construction Services submitted the lowest bid at $5,011,059.66. Although neither the city nor its airport consultant had previously worked with Caine Construction, they demonstrated responsiveness and qualifications for the project, having experience in warehouse and manufacturing facility construction.
Park Hill has recommended awarding the contract to Caine Construction Services, ensuring that the project will proceed with qualified contractors. The council also discussed the financial breakdown of the project funding and the lease agreement, which is set at a nominal fee of one dollar.
The meeting concluded with a brief mention of potential runway and taxiway construction, indicating ongoing discussions about further improvements to the airport infrastructure. Overall, the council's decisions reflect a commitment to enhancing Bartlesville's airport facilities and supporting local economic development.
