Patterson explained that the proposed changes would allow businesses in the newly included area to participate in the social district, thereby increasing foot traffic and revenue opportunities. The board also discussed a temporary expansion of the social district for the upcoming Bands Brews and Barbecue Festival on September 13, 2025, from 4 PM to 9 PM, which would allow alcohol consumption in Liberty Park during the event.

Commissioner Deuss raised questions about coordination with the Mooresville Downtown Commission and the response from local businesses. Patterson confirmed that consultations had taken place, with positive feedback from the Mill 1 businesses and the Downtown Commission, although some signage issues were still being addressed.

Further discussions clarified that while the expansion allows patrons to carry drinks from Main Street to Liberty Park, it does not permit Main Street businesses to sell alcohol directly in the park. Only businesses with specific ABC permits would be allowed to set up off-site during events.

The board emphasized the importance of safety measures, including fencing off playground areas during events to prevent alcohol consumption in those spaces. The meeting concluded with a reminder of the upcoming special Saturday event, highlighting the community's engagement in local activities.

The next steps include the official adoption of the ordinances on September 2, 2025, and a plan to present a schedule of events for temporary social districts in January.
