The San Joaquin County Board of Supervisors held a special meeting on July 18, 2025, to discuss a pressing issue regarding residential waste collection services. The meeting focused on a proposed program aimed at allowing free disposal of household waste for residents impacted by significant disruptions in service.

Deputy Director David Tolliver presented the background of the situation, highlighting that the county is facing a major disruption in residential waste collection, particularly in refuse service area C, which affects parts of Supervisorial Districts 1 through 4. Due to an ongoing labor dispute, Republic Services is currently operating at only 15 to 20 percent of its normal capacity, leading to widespread delays and missed pickups. This disruption has raised public health concerns among residents.

In response to these challenges, the Public Works department has developed a voucher program that would enable affected residents to dispose of their household waste at designated county facilities at no cost. Additionally, Republic Services has begun offering free access to one of their facilities for trash disposal during the work stoppage, starting Thursday.

The board members were encouraged to discuss the proposed program and address any questions or ideas they might have regarding the initiative. This meeting marks a critical step in addressing the waste collection crisis and ensuring the health and safety of the community.
