Officer Armendales from the Central Safe Unit described the property as one of the worst he has encountered, noting that the floors were covered in feces and urine, making it hazardous for officers conducting a warrant. In addition to the Delgado Street property, the board also reviewed another structure at 230 Astor Street, which is under consideration for demolition.
