Oxnard City Council has taken a significant step towards improving local infrastructure by approving a $10.4 million agreement with Toro Enterprises for a comprehensive street resurfacing and pedestrian enhancement project. The project, which encompasses three key initiatives, aims to revitalize residential streets in the La Colonia neighborhood, enhance pedestrian safety around Ramona Elementary School, and improve sidewalks along Colonia Road and Tonita Avenue.

Project Manager Tamara Flynn outlined the scope of work during the council meeting, detailing plans for milling existing asphalt, installing new pavement, and upgrading ADA-compliant curb ramps. The project is set to begin this summer and is expected to last approximately five months, with city staff committed to keeping local residents informed throughout the process.

The council's approval includes a contract with Toro Enterprises for $8.67 million, along with a contingency fund of $866,556 to cover unexpected costs. Funding for the project will come from various sources, including the general fund, community development block grants, and specific utility funds, ensuring a well-rounded financial approach to the improvements.

Despite receiving only one bid from Toro Enterprises, city staff believe that rebidding would not yield better prices or more bidders, given the current market conditions. The project is part of Oxnard's broader capital improvement and pavement management programs, which were previously reviewed by the council.

As the city moves forward with these enhancements, officials are optimistic about the positive impact on community safety and infrastructure, particularly in areas that have long needed attention. The council's decision marks a crucial investment in the future of Oxnard's neighborhoods.
