Oak Ridge officials prepare for transit contract negotiations with ETHRA

Transportation improvements took center stage at the Oak Ridge City Council Work Session on April 29, 2025, as council members discussed the upcoming contract negotiations with the East Tennessee Human Resource Agency (ETHRA). The focus was on enhancing public transit services to better meet the needs of the community.

Council members expressed concerns about the current fixed-route system, noting that it does not effectively serve the spread-out nature of Oak Ridge. "People tend to want to go from point A to point B these days, and fixed routes just don’t seem to work," one member remarked, highlighting the need for a more flexible transportation solution.

Community feedback has played a crucial role in shaping the upcoming negotiations. Public meetings held by the Transportation Study Group were well-attended, allowing residents to voice their concerns and suggestions. Key feedback included requests for extended service hours and improved grocery transport options, which have been incorporated into the Request for Proposals (RFP) for the new contract.

A significant point of discussion was the advance notice required for ride scheduling. Currently, Oak Ridge Transit requires 24 hours' notice, while ETHRA mandates three days. This has been a source of frustration for riders, and council members indicated that addressing this issue will be a priority during negotiations.

The proposed contract aims for a one-year term with nine renewal options, allowing the city to reassess its needs annually. Council members emphasized the importance of having a review process and regular stakeholder meetings to ensure the contract remains responsive to community needs.

As the city prepares to enter negotiations, the council remains optimistic about improving transportation services and enhancing the overall experience for Oak Ridge residents.
